Will not always work.
Characters from different realm meet in an empty region with no other PCs
will have no "witnesses" etc.
And especially if they have say some long standing feud (Hint: Cheveyo -
Valius, Yarah - Conan etc) or if they have RPed over the list and the
"judges" do not follow or are not subscribed to the RP list again would have
no clue of the RP.
