That's part of the problem. Any time I've heard about an OOC cease fire
it has been agreed upon by the rulers of the realms without having much
of an discussion in the realm. The players often seem forced into it by
rulers.

Why does there need to be an agreement at all? Both realms will have
their actives and inactives so it evens out. Let the active ones
continue playing instead of imposing an OOC restriction on them.
----->depends on the wars...because realms that ask OOC cease fires are realms at war.What happens when 5 realms attack 2 realms?Even when active it s a hars war,when inactive it s a lost war.And i KNOW this will lead to comments like "Ha! you re doing it for ig benefit" nope,i m suggesting it because it will actually ruin the fun of many seeing this happen.

It's bad RP to be battling today and the next day going, "Oh well, that
was a nice battle yesterday, but this two week breather will be nice."

------>I meant for rp generally :P .It s not that you stop the battle forever,stoping the battles for 1 week,mostly when in the particular ones running right now the distances are almost 4 days travelling...it s not such a big deal.Sometimes it happens even when fully active ;)
I remember for example in Atamara that in a war period ,an ooc cease fire was made and they turned the holiday period in tournament period in game.
