Probably the main reason the influx code was implemented.  I see new
characters show up all the time in Minas Ithil.  About every other day, we
have 2-4 characters go inactive at the same time.  Does that make me
suspicious?  A little.  Does that mean that every newcomer in the realm
should be scrutinized severely?  Definitely not.
