Still no explanation as to how it would work.  Only the effect it would
_supposedly_ have.  The Titans are able to- if absolutely necessary- drop
watcher characters into a realm.  But to know which realms to watch ahead of
time?  C'mon, even if each island had all 3 Titans with 2 chars each, that
still accounts for maybe half the realms, if that on some islands.  And
that's only to spot strange public incidents and messages.  Private
messaging is how most plots are played out anyway.  And even that is
circumvented using telephones and Instant Messenger.
