If the liege refuses to allow his vassal to be punished, you can just
punish the liege. He's responsible for the actions of those under him.
The idea is that the liege has more power to cause trouble if he's
fined than the vassal does, but that shouldn't stop you doing it if
you're confident it's deserved.
