[Discuss] Cannot fine a noble in good standing

I just tried to fine an infiltrator who tried to rob a friendly realm's 
treasury and got a message that, because he is a noble in good standing, I 
can't fine him - and I should take up the matter with his liege.

I actually like this -- my question is, do liege lords have the ability to 
fine (perhaps on a reduced scale) or is it just black marks and good marks? 
In this case, the character's liege is a relative (same player) though the 
player's a pro and I'm sure he'll handle it well.
