Um, it's been set up that way for a long time. We've been having
discussions on the topic of the proper chain of command (your liege is
your boss, not the ruler/general/etc) since the old duchy system was
first implemented. I don't see what's suddenly new on this front.

And the whole deal about punishing for "action" rather than punishing
for "lack of action" is old too.
