When was this?  I'm still in realms that punish these things.  I've
never seen it punished when any excuse was given.  I've never seen a
judge lightning bolted or locked for it.  I'm also in realms and have
characters that bitch loudly when this happens.  There doesn't need to
be an ooc rule about stuff that can be handled in character.

I have seen that happen several times and personally I agreed with the
person getting fined.  Most of the time it is obvious when someone has
been sitting in a sit doing absolutly nothing to help the realm and are
sitting around sucking up tax gold for the sole purpose of training or
sending money to their family.  Yes it is a light weight game but when
the person ever auto pauses and a secret police check shows that they
don't have any bonds, and you can look at the family page and the gold
keeps going up... Well it's pretty easy to see you've got a leech
sitting in your city.  There can, and should be a way to deal with those
people without fear of getting a lightning bold from above.  This change
is simply going to make it harder to deal with those people.
