I must have slept through that... I remember a discussion on this list
where Tom said something about stopping people fining for incorrect
settings (based on the fact that if you really want everyone on the
same settings, you can use marshal settings), but I don't remember a
rule. It should be on the inalienable rights page on the wiki if there
is one.
