I was talking about fines issued by the Judge. But I'll get to that later.

Where now? Honestly, I have no clue. I do know that it was announced once on 
the login-page that judges weren't allowed anymore to punish people for 
having the wrong settings, moving to other places as the general had 
ordered, and so on. In fact, the only thing judge were allowed to punish, 
was unauthorized looting, but that's about it.

This is actually all that was said about the matter: don't punish 
disobediance.
It caused great OOC unrest in many realms.
