That's the point, something HAS changed. There may not have been an OOC 
rule, but you could be punished for not following orders. And that happened 
many times. That's exactly the same as a rule, as you oblige people to 
follow orders, otherwise they would be punished.

Now, as punishment is forbidden, you don't have to follow the orders 
anymore. You are free from punishment and you may obey what you like. For 
this very reason, something HAS changed.

In this context, as I said before, it would be logical that if everyone may 
obey whatever they like (without being punished), that the generals may 
order what they like, including the unit type.
