Nope. They're broke, or at least not finished.

<speculation>I believe, from what I hve seen and heard, if the region goes 
rogue from any owner then the effect of the claim will be lifted, but the 
line of text only disappears if it goes rogue from the realm that had the 
claim.</speculation>
