If people played by the spirit of mechanics and not by the code of
mechanics, the fact that you could appoint a region lord in a region with a
claim on it wouldn't be a problem as you wouldn't bother trying anyway. I
think the word on claims has been spread out enough that anyone in a
position where they're appointing region lords should know about claims and
how they work.
