Furthermore, it's asking for more code to fix a problem caused by the  
fact that the code that's supposed to be there simply isn't finished  
yet.  It's not that it doesn't work, or doesn't do what's intended-- 
it just isn't finished yet.

Why not let Tom finish getting claims doing everything they're  
currently supposed to do, *then* watch and see if, over the course of  
a few months, they have the desired effect?
