[Discuss] Another use for claims.

The system circulating around claims isn't fully operative and not 
waterproof. As most of you have experienced "claims" are just a red line 
under the regions name, and nothing more. Lords still can be appointed, and 
nothing has changed.

I can fully udnerstand it isn't a simple twitch of the hand to put claims in 
action. But meanwhile they can be used for other purposes.

The implementation of the claims was obviously an attempt from Tom to 
protect a realm from dying. Obviously, it's not working. I wanted to propose 
that TO's would not be possible if a realm doesn't have a region with a full 
claim bordering the one to be TOed.

In general, this means that claims do become important to a realm's 
survival.

For example:
Region A is bordered by region B, region C and plain sea. To TO region A, 
you need to have either full control of region B or region C. If so, your 
feudal leaders can be shifted to region A to complete the TO (prinicple of a 
TO). If this is not so, it means neither B nor C have sufficient feudal 
leaders (fundaments of claims: not being able to appoint feudal leaders), to 
make region A a part of their realm. Region A is not To-able untill a 
settlement is reached between teh realms lifting claim on regions.

This does not totally diminishes the ability of TO-ing, as you can loot the 
region to the ground untill it turns rogue, and then TO it. This simply 
takes longer, but is more logical too.

Any thoughts about this?
