[Discuss] Region Re-population SWI

I have personally kept a very close eye at Bieth, which my character is the
region lord of. It has had EXACTLY 2326 of 4400 maximum for over 200 days.
All other values except production has basicly been at a constant maximum.
That makes it to stop production around 60% and that is the case for maybe a
majority of Ikalaks regions that has been taken from other realms.

We had as low as 10% tax rate before and that did not help. Now we have much
heigher as there was no benefit for us in keeping it lower.
