I like this idea -

No Ruler, no driving force for government. I see it as, at it's base, a
three-, four-, or even five-way rebellion.

Let's say the King gets captured; after a week, things are going to hell,
and Duke X, Duke Y, and General Y all want to be King. So, they check a box
in Paperwork that says they want to be King. Now, after a turn/day, the
whole realm gets a message that they all claim the throne.

So, everyone goes to the 'Orders' page, and very similarly to a rebellion,
declare which "side" they support.

Could also spin off to other features - like Dukes X and Y deciding to ally
to destroy the General's forces, (after all, he's got the army, so they'll
need to join together to beat him) so there could be a "fight alongside/be
wary/destroy on sight" stance on the other claimants troops. (Would
corroborate to: Alliance/Neutral/Hatred for the battle code)
