Indeed - now in Theocracies, Tyrannies and Monarchies, the only way to get
ruler turnover is by:
-Ruler stepping down (big h/p loss, unlikely to happen frequently)
-Autopausing/deleting (OOC, unlikely but it happens)
-Die in battle (only works if rulers are mortal (not happening) or heroes)
-Emigrate (unlikely)
-Protests (I don't see rulers protested out much)
-Rebellion (AFAIK still broken)

It seems we can't find a happy medium - if we lock people into positions, we
have no turnover. If we let people choose, we have 'interim leaders'.
