I do talk in #battlemaster on IRC, and have for a fairly long time by now, 
and never seen any indication that the player wants to punish the other 
player by sending him somewhere.

The characters do know the difference between the different islands, and it 
is historically accurate to ship troublemakers to the colonies (Britain and 
Australia, for example).

I would support the idea of putting people on a random boat to a random 
island, its a far better idea, and avoids any problems of accusing the 
player.
