You're right. The situation is quite simple: Atamara is a no rules island. You are 
free to do whatever you want. No rules could have been broken, because there 
aren't any.

However, Tom apparently feels that a "benchwarmer ruler" is a bad thing. Tom 
has taken the steps he deems necessary to correct the situation by instiuting 
harsher prestige/honor penalties for stepping down quickly after being elected. 
Further discussion on this issue is pointless until the effects of those changes 
can be evaluated in practice.

In fact, further discussion on this issue is completely counterproductive, as it 
will only lead to incessant arguments. Drop it.
