Umm... No. I don't follow it up at all. I neither punish nor reward. 
Call me short term amnesiac but I just tend to forget those requests!
And no, not just requests to the whole realm (more common) but personal 
requests too (usually quite rare).
But yes, those who are more vocal will get positions! Why? Because I 
know what their views are, what they intend with the realm etc.
