I'd prefer one thing waiting until the turn change to happen.  That
completely removes any requirement for either thing to be done at a
specific time during the turn. Having one option appear a day later
will, in some cases, just move the race to the next day - for example,
if the judge misses a turn or two.

Also, if you want to make the judge have an advantage over the
infiltrator, you need to move family buyout, regular ransom (or at
least stop it reducing) and the escape option. Otherwise, there will
still be a race, just with the infil using a different option.
