So, essentially, we're supposed to have an RP reason for most things, but if
we, (as a realm) do an RP that is allowed by the realm machanics and that is
perfectly logical, we have to stop because there's an OOC componet to it.

"The issue of ruler turnover is an OOC one, so please stop bringing IC
justifications into the discussion."

If we're not supposed to bring IC OOC, why are we bringing OOC IC?
