Consider this scenario.
A character in your realm starts a rebellion and gets a whole bunch of
his friends (to the tune of 10-20) to come and support him in the rebellion.
Now if the influx code was not present, they would all troop in and
overthrow the existing government. But!!! The code prevents just that
and hence disabling them from success in the rebellion.
And while, as you say they wait for a few turns, the rebellion might be
over or averted by other means(whatever they may be) and hence the realm
is saved so to say ;-)
