And here you are indirectly threatening people. Even if you have not
given the orders, with this message, you have made it clear where
people would stand if they _did_ recruit infantry.

A request means even if turned down, you dont hold it against them,
not so with an order. And what you say in this message, proves exactly
that you were simply not requesting.

IMO, your wording is wrong in this too. You cannot even threaten any
kind of disappreciation for recruiting infantry. What if RPwise, I
only recruit infantry? So because of that I dont deserve a
position(lordship/council etc) in your realm?
