[Discuss] TO attempt stopping for no reason?

Oligarch started a friendly TO attempt of Oberndorf.

"*Takeover initiated* *(2 hours, 38 minutes ago)*
Sakima has initiated a Friendly Takeover of Oberndorf, currently belonging
to Sirion."

All of a sudden, the TO seem to have stopped, without so much as giving a
message/reason to it.
Is this a bug?
