[Discuss] New character initiating a rebellion?

Tom,

A new character cannot vote in an election in the first week of his 
joining the realm. That is correct since he does not know about the 
realm yet.
But then, why is a character who is completely new to the realm,(less 
than a week) can start a rebellion? He should also not know enough of 
the realm to rebel.
Case in point being the rebellion in the Highland Empire, which was 
started by a character who has completed 7 days today, while he started 
the rebellion yesterday(6th day)
