Um, I think the page means you cannot order/politely request so and so to 
recruit a particular type of troops. You can suggest in broad terms what the 
army should be composed of for ensuring victory(like that is possible, 
ensuring victory that is :-P ) but never to particular nobles for 
recruitment.
