They are counted as enemies. Rogues are everybody's enemies period. You can 
get deported by monster/undead, actually forced to flee the island, but they 
dont ban you. 

If you're put in a monster prison, you're forced to abandon the island

Not always. Sometimes you will be released without a forced flee, staying 
out the entire imprisonment period.
