[Discuss] Realm player limits

Was it ever made a requirement to complete the tutorial before starting your 
first character? I think this would help stop/slow down the incoming dead 
weight. People sign up, walk through the tutorial, and immediately are able 
to judge whether this is something they're willing to stick with or not. 
Additionally, I would hope this would also deter multis who simply create 
additional accounts to suck up enemy resources. Maybe not the most 
dedicated, but at least some wouldn't want to bother with the hassle 
anymore.
