No.. I dont mean entirely. Actually I also encompassed the order in my 
previous comment (Which I failed to quote, apologies for that); in that him 
asking for a beginning and end of turn logging in. That imo is 
discrimination. There are always ways to give the order in advance. And if 
one of them does fail to login, you should have a chain of command as a 
fallback for orders.
