It is for reasons like this that I think that all votes should get reset after each 
and every position election.

If you want to claim that you are a Democracy or a Republic, then you should 
have to bear the burden of that form of government: Voting at each and every 
election. If you don't actively vote, then you should get no vote. The 
BattleMaster style of passive voting turns democracies and republics into virtual 
monarchies.
