[Discuss] Referendum votes.

I was under the impression that in a referendum (representative), it means

Lord's vote = Lord (1) + number of knights
Dukes's vote = Duke (1) + number of knights

Is that assumption wrong? is it knights with estates only or including 
those 0% ones?

Wondering because someone brought to our attention that there were 158 
odd votes in CE's lordship election.. when there were only 118 nobles 
(with or without estates!) + 6 advy.. not counting the ones that are paused.

Of course, it could just be 40 paused nobles (assigned as 0% knights?).

Advies shouldn't count surely?.. though it looks like they do count in 
the "number of nobles" column of the realm list.. at least on atamara.
