Now to me, the opposite makes more sense, but not in reference to the
rules and warnings laid down.
Just saying "I'm reporting you to the titans" seems like a child on a
playground yelling "I'm telling!".
On the other hand, saying, "Look, this is getting out of hand. If you
don't get your act together, I'm going to be escalating this." seems
like a perfectly level-headed and effective thing to do, PROVIDED you
actually want the situation to be resolved without Titan intervention.
If you don't, however, you might as well have just not said anything
and reported them straight away.
