It's more than 0.

If the game is reducing in numbers, and that is causing a risk for the 
game's continuation, then it's enough to be a worry.  If the game is 
steady, or increasing in numbers, then it's probably not enough to be 
bothered about unless Tom is keen to see his game grow in size.

Since he's not bothered about that, it's only a problem if the numbers 
in the game are declining.  As far as I'm aware, they're holding fairly 
steady (maybe declining just a little), so it's only a real issue if Tom 
wants to make it one.  Which he doesn't.
