[Discuss] Help! Troubles with government system after "anarchy day"

I'm having troubles with the government system option.

In Ohnar West, all the council lost its positions.  The government system
was set so that all positions were elected.  There were elections for judge
and ruler, but there were no elections for general and banker. (I was
reelected ruler.)

I checked on the government system and I found out that the options were
reset so that only ruler and judge were elected but general and banker were
appointed.  So I changed the government system again.  I still had the
option to appoint the banker, but not to appoint the general.

Is anyone else having trouble or am I doing something wrong here?
