I'm not sure that makes much sense.

First of all, I was looking at "belonging to a region" in terms of 
either being its Lord or its Knight.  If you aren't one of these, I 
don't know that you can really say that you "belong" to a region.

Secondly, while this may be from a later period than we're aiming for, I 
would think that the Ruler would "own" land in most or all regions--they 
are called "Crown Lands".

Actually, I wouldn't mind seeing something like this, especially if the 
ruler could expand the Crown Lands by purchasing land from Lords, which 
should, perhaps, generate revenue for the Ruler directly, at the expense 
of the regions within whose borders it lies--it could (slightly) reduce 
the amount of estate support needed to keep the region maintained, while 
also reducing the amount of gold from taxes that goes into the region 
tax collection.

But that's probably another thread.
