And I thought that the new char creation is by the duchies?

If I read it correctly then I must say that I dislike removing it. The 
third layer between realm and region is very interesting. Especially 
when Duke goes against the ruler with his knights and lords.. (Springdale)

And also Secceeding? The whole duchy secceeds.

Oh well prolly I misread it like always.
