But, by my understanding of the RP 'rules', no other character could 
know her thoughts.  She puts on a brave face to others, when dealing 
with them, but is insecure.  I agree that it has helped develop the 
character.  By writing a letter to another character, she has let some 
of her 'thoughts' get on paper, so some of them are known.  The players 
might know what the buro is thinking/feeling, but the chars wouldn't.

Regarding the kiss RP, the realm knew, through other RPs that the two 
chars were getting close, but not all RPs need to go out to the realm.  
That one didn't.  The proposal and the wedding did.  And it did work to 
encourage others to join in (during the wedding RP).  Has it spurred on 
other RPs in the realm?  I don't know.  But, by interacting with other 
players, I have sharpened my RP ability.  Working with another player, 
our advies only communicated via RP.  The occasional letter when they 
weren't together, but mostly it was RP.

My buro, when reporting her work to the realm bureaucracy group, only 
uses RP style reports (with the game generated output "you are not from 
this region... Working with the clerks... production is increased 13 %" 
as an OOC device).  To her, percentage of loyalty can't be measured in 
numbers.  It doesn't happen every time she surveys administration, but 9 
out of 10 times it does.  Makes for some interesting RP writing.  Now, 
to get a response from the recipients, that's what I'd like to see.
