I never used that option, but it reads:

to - all / some nobles of the Duchy of Barad Falas

And it is under the lines in which I can message my knights and my Duke.

Honestly, it seems to me that this message group doesn't send to all
nobles that are in the regions within the Duchy, but to all nobles
that have allegiance sworn to the Duchy. While the second is pretty
good (I never used it, however), I would rather have the first, which
I would find great. Anyway, if you are in a foreign region, would you
send to all nobles in the foreign duchy? Well, if it is RP, I don't
think it would matter much. But it also wouldn't reach your
realm-mates that are moving back to your realm.
