[Discuss] Appointing a replacement Judge

Long story short... I'm a ruler on Dwilight, our judge stepped down and I had set the position to be appointed.  However, now that he's stepped down, I can't seem to find a place to appoint a new person.

I'm in my capital, the person I want to appoint is there with me, the position has been vacated for a full day already... 

Maybe I'm just missing the place where I go to do the appointment (my first King) but I can't for the life of me find it.  Anyone have any advice on this?
