I've seen government members listed under either case in the realm 
hierarchy list. do they have to swear to the ruler or something?

funny how the ruler can be (or even is) listed as unaligned

would it help by giving a ruler an invisible plot of land theoretically 
inside the capital? (income, estates and all)
