[Discuss] Council Positions and Being Part of an Army

My character Ansiau is the banker of Talerium.  Unfortunately this  means 
that as a council member, he cannot be appointed to an army, nor can he  have a 
liege.  Especially in a republic or democracy I do not understand  why this is. 
 It is very difficult for him to participate in movements of  any army unless 
he asks every turn "What are the orders?"  I know in his  position as banker 
he works for the realm, but should he also have the ability  to have a liege?
 
Are there any ways to address this?
