Well, seeing that I am against setting the unaligned nobles a zero tax
rate... You might not make as much money as you'd like, but you'll be
making some. And honestly I don't think that unaligned nobles are
unaligned for not being able to decide where they want in. Some got
there for any reason and have no need to find a liege, while others
just can't find a liege for any reason.

Usually nothing to do with which duchy they want to join.
