I like this better.

Firstly, increase estate and region importance, secondly, increases
the reasons to loot, thirdly, Gregory's suggestion would have to be
done in a bank, rather than own region, thus people are still getting
taxed before they can get rid of the gold. Perhaps we can send the
gold to our estate through messengers, with some chance of having some
of it lost on the way.

On another idea, if we can also be able to hire extra guards to our
estate, in an attempt to prevent looting, or at least to prevent all
of it from being looted... would reduce people's fear of being looted,
thus making the 2nd point stronger.
