Kylie, you are speaking of an army that passes out large sums of money for weekly costs and recruiting, but this is merely an example of an very centralized army such as Perdan's.
Depending on how much help the knights are getting from the army vs. their liege directly will determine how strongly a Lord feels he needs to respect the Marshal in the way we are talking about.
If I were a Lord and my knights were always coming to me for money, and the Council was always directly them to come to me, such as is quite common in many realms, I would pull them any time the whim came to me. If the army is taking on the burden, I would leave them there if for no other reason than it saves me tax gold, but I would still pull them if there were a major disagreement with the Marshal or I felt the region needed them.
