[Discuss] Limiting recruitment to centres from the region/duchy (not recruiting within the duchy)

One part of the idea I really like is the RL setting the troop price, 
perhaps implemented like this:

Minimum price to cover troop training = no profit
Anything above = profit for RL

With the focus switching to more local power to the RL, this allows a 
mechanism to recoup costs and profit in times of war, especially for the 
crafty RL who wants more money.

Lets raise personal profit on war :)
