[Discuss] Limiting recruitment to centres from the region/duchy (not recruiting within the duchy)

No, they don't.  The first people to get there might, but the center 
will be tapped out pretty quickly, and then the other people will have 
to recruit from the other centers.

And then there are people who don't have the same priorities as the 
General--maybe the General, who's also a Duke, recommends a center that 
costs 50 gold/10 men, forgetting that not everyone makes 800 gold/week. 
  Or maybe he recommends a center that has 85% weapons but only 10% 
armour, and you want to have troops that might actually survive their 
first encounter with a papercut.

Regardless, I have never seen a realm of any significant size that 
recruits exclusively or nearly exclusively from 1 or 2 centers of each type.
