[Discuss] Regions paid for troops recruited from their RCs?

A while back someone suggested that regions get paid for paraphernalia 
recruited or bought from them.  As I recall, Tom stated that he liked 
the idea, and added it to the to-do list.  However, I was wondering if 
the same could be applied to troops.  If everyone in the realm is 
recruiting from one RC, that's based in region X, shouldn't region X be 
getting paid?

On a side-note, I have no idea if this is already happening or not.  As 
things stand, does anyone know where the gold spent on recruiting troops 
and paraphernalia goes?
