[Discuss] new looting code

Tom it's good that you can loot allied realm but don't you think that 
it's a little stupid to be able to loot allied region with allied troop 
in them.

So that would means that when at war, even if you lose a battle you can 
still loot the region.

Quite stupid. 

Will enter a bug.
